
Deputy Prime Minister Bui Thanh Son has signed Decision No. 07, issued on March 31, 2025, officially establishing the pricing framework for average retail electricity prices.
Under this decision, the maximum average retail electricity price is capped at VND 2,444.09 per kilowatt-hour (approximately USD 0.10/kWh).
The decision is based on Point b, Clause 3, Article 50 of the Electricity Law No. 61/2024/QH15, and applies to all agencies, organizations, and individuals involved in electricity operations and consumption. It takes effect immediately from March 31, 2025.
According to the decision, the price range for average retail electricity (exclusive of value-added tax) is defined as follows:
Minimum average retail electricity price: VND 1,826.22/kWh (USD 0.075/kWh)
Maximum average retail electricity price: VND 2,444.09/kWh (USD 0.10/kWh)
The Ministry of Industry and Trade is responsible for recalculating and adjusting the price framework in the event of major fluctuations in pricing metrics, electricity production and business costs, or the need to allocate additional expenses not yet included in the average retail electricity price.
Any such adjustments must be submitted to the Prime Minister for review and approval.
