EMC is a system that monitors and measures digital government services created and operated by the Ministry of Information and Communications (MIC).
The National Digital Transformation Department is tasked as the focal unit for providing EMC system accounts and conducting data reconciliation and updates.
EMC collects data from information systems handling administrative procedures at the ministerial and provincial levels. Currently, most local systems are connected, automatically sending real-time data to EMC.
The figures made public on the national digital transformation information portal at dx.gov.vn show that in terms of ministries, branches and localities’ end-to-end online records measured by EMC from January 1, 2024 to December 31, 2024, eight agencies and localities had end-to-end online record ratios of over 50 percent.
These include the Ministry of Finance (MOF), Ministry of Justice (MOJ), Ministry of Labor, War Invalids and Social Affairs (MOLISA), Vietnam Social Security (VSS), Ha Nam, Da Nang, Ha Giang and Nam Dinh.
Of these, three ministries, including the Ministry of Industry and Trade (MOIT), MOF and MOJ, had the highest end-to-end online record ratios among 83 ministries, branches and localities that provide public services (83.49, 78.44 and 77.66 percent, respectively)
However, the National Digital Transformation Committee noted that the data of MOF mainly reflects figures from the State Treasury, with little information from other units of the ministry (including the General Department of Taxation, General Department of Customs, State Reserve Department, and State Securities Commission).
Similarly, the data of MOJ mainly comes from the National Registry for Secured Transactions, while there is little information from other departmental units.
Meanwhile, EMC has found that up to 15 ministries, branches and localities have end-to-end online record ratios of below 10 percent, including Ministry of Health (MOH), State Bank of Vietnam (SBV), Ministry of Education and Training (MOET), Ministsery of Natural Resources and the Environment (MONRE), Ministry of National Defence, Ministry of Planning and Investment (MPI), Ministry of Culture, Sports and Tourism (MCST), MOFA, Dak Lak, Hai Duong, HCM City, Vinh Phuc, Bac Ninh and Dong Thap.
Among 63 localities, the top 10 positions belong to: Ha Nam, Da Nang, Ha Giang, Nam Dinh, Ca Mau, Dien Bien, Kien Giang, Lao Cai, Bac Kan and Gia Lai, with ratios ranging from 31.85 to 68.54 percent.
Among 20 ministries, the top positions belong to MOIT, MOF, MOJ, MOLISA, VSS, MIC, MHA, MST, Ministry of Construction and Ministry of Transport, with ratios ranging from 15.66 to 83.49 percent.
Eight agencies and units are not sending data to the EMC system, including MOFA, SBV, MOH, MCST, MHA, MST, Ministry of National Defence and Hue City.
