The Hanoi People’s Committee has submitted a proposal for the construction of a 46km highway connecting Gia Binh Airport (Bac Ninh Province) to Hanoi, with an estimated investment of 26.7 trillion VND ($1.05 billion). The project is expected to enhance connectivity between Hanoi and northern provinces.

Key details of the proposed highway

The proposed highway will follow a northward route from Bac Ninh, running parallel to the Lao Cai - Hanoi - Hai Phong railway and linking to the intersection of the Hanoi - Lang Son Expressway and Ring Road 3.

The expressway will feature:

10 lanes with a width of 120 meters for high-speed traffic.

A 28.58km section overlapping Ring Road 3, with a 60-meter-wide roadway connecting to Tu Lien Bridge for direct access to central Hanoi.

Proposed investment model

Hanoi has recommended that the government approve the project under a Public-Private Partnership (PPP) model to optimize funding and implementation efficiency.

Meanwhile, land clearance and compensation costs will be covered through public investment by Hanoi and Bac Ninh. The total budget breakdown includes:

21.5 trillion VND ($844 million) for construction.

5.2 trillion VND ($204 million) for land clearance and compensation.

Next steps and government approval

The Hanoi People’s Committee has instructed the Department of Finance to draft a financial strategy for Hanoi’s share of the investment and submit a report to the Prime Minister before March 10.

Bac Ninh authorities have already conducted route planning and feasibility studies, aligning with Hanoi to finalize the road alignment and width specifications.

The expressway is expected to play a crucial role in enhancing regional transportation infrastructure, easing congestion, and boosting economic growth in northern Vietnam.
