Mai Van Khiem, the Director of the National Center for Hydro-Meteorological Forecasting, particularly warned of the danger posed by pre-storm thunderstorms, which can produce strong gusts. With the thunderstorms and strong winds in Hanoi, the risk of falling trees, flying metal sheets, and billboards is very dangerous to pedestrians. Residents in the coastal provinces of Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, and Ninh Binh, directly affected by the circulation of storm number 3, should absolutely not go outside during heavy rain and strong winds.
