Hanoi plans to build a 200-hectare high-tech biotech park in Bac Tu Liem District.

Hanoi People's Committee Chairman Tran Sy Thanh has urged relevant agencies and local authorities to expedite site clearance to ensure construction can begin as scheduled.

Overcoming years of delays

The Hanoi Biotechnology High-Tech Park is a strategic project aimed at establishing the capital as a leading biotechnology hub in Vietnam.

Originally approved in 2007, the project faced prolonged delays due to administrative boundary changes in 2008 and regulatory inconsistencies. However, since 2021, the city has intensified efforts to resolve obstacles and accelerate progress.

During a recent meeting, Chairman Tran Sy Thanh emphasized that the park aligns with Resolution No. 57-NQ/TW of the Politburo, which prioritizes science, technology, innovation, and digital transformation.

Additionally, the project supports the vision outlined by General Secretary To Lam during his October 2024 visit to Ireland, where he met with leading enterprises in technology and innovation.

To ensure swift implementation, the Hanoi government has set three key deadlines:

March 2025: Approval of the 1/2000-scale zoning plan

August 2025: Completion of land clearance

September 2, 2025: Groundbreaking ceremony for construction

The city has also addressed critical infrastructure issues, including:

Relocating and undergrounding 110kV power lines

Developing a new section of Route 70, connecting National Highway 32 to the biotech park

A long-awaited biotech hub

Initially approved by the Prime Minister in May 2007, the Hanoi Biotechnology High-Tech Park received its first investment certificate in March 2008.

The park spans 203.66 hectares across six wards in Bac Tu Liem District: Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, and Co Nhue.

With these challenges now largely resolved, Hanoi is pushing forward to bring the project to fruition, ensuring it plays a vital role in Vietnam’s biotechnology and innovation ecosystem.
