
Ho Chi Minh City has successfully implemented its administrative restructuring, reducing 53 government agencies in line with the Central Party’s Resolution 18. This move is part of a broader effort to streamline governance, increase efficiency, and modernize Vietnam’s political system.
At a conference on February 3, Party Secretary Nguyen Van Nen emphasized that Ho Chi Minh City had carried out the restructuring seriously, promptly, and comprehensively, demonstrating the city’s strong political will and commitment to reform.
Over the past two months, Ho Chi Minh City has reduced:
53 Party and government agencies at various levels.
41 internal divisions within advisory and administrative offices.
66 local government units at the district level.
Key changes include:
The number of Party Committees under the HCMC Party Committee decreased from 51 to 27.
The number of specialized advisory bodies under the Party Committee was reduced from 6 to 5.
The Vietnam Fatherland Front and political organizations saw a reduction from 76 to 42 units.
The number of administrative departments under the HCMC People’s Committee decreased from 21 to 15.
At the district level, 44 agencies were streamlined, with municipal units reduced from 268 to 244. The Thu Duc City administration also underwent consolidation, merging its Public Relations and Mass Mobilization departments.
Ensuring smooth transition and continuity
Party Secretary Nguyen Van Nen emphasized that this restructuring marks a historic milestone in Ho Chi Minh City’s governance reform. He called on Party members and government officials to uphold a sense of duty, responsibility, and efficiency in their new roles.
"The announcement of these decisions today is a key step in restructuring our political system. Those agencies and departments that have been merged, dissolved, or restructured have all completed their assigned tasks in accordance with the Central Party’s timeline," he stated.
Despite the large-scale reduction in administrative units, the transition has been carefully planned to avoid disruptions, with leaders ensuring that government functions remain uninterrupted for citizens and businesses.
Next steps: Completing the restructuring by February
To ensure a seamless transition, Party Secretary Nguyen Van Nen issued the following directives:
Newly formed departments, such as the Public Relations and Mass Mobilization Department, must immediately finalize their internal structures and begin full operations within the first week.
The HCMC Party Committee and People’s Committee must quickly establish new working regulations, finalize organizational roles, and prepare for upcoming Party Congresses at all levels.
The HCMC People’s Committee is tasked with finalizing all personnel and administrative restructuring measures by the end of February 2025, ensuring that the new system is fully functional.
"The guiding principle is to ensure that government operations are not delayed, and that services to citizens and businesses continue without disruption," Nguyen Van Nen stressed.
