The Chairman of the Ho Chi Minh City People's Committee has officially assigned the task of preparing and implementing four major transport projects under the build-operate-transfer (BOT) model, with a total estimated cost of nearly VND 58 trillion (approx. USD 2.3 billion). The projects aim to expand key national highways and a north-south arterial road.

These projects were approved by the Ho Chi Minh City People’s Council (10th term, 2021–2026) in February under the public-private partnership (PPP) framework.

1. National Highway 1 upgrade (from Kinh Duong Vuong to Long An border)

Total investment: VND 16.285 trillion (approx. USD 650 million), with VND 9.611 trillion from the city budget.
Planned timeline: 2026–2028.

The project will widen the route to 60 meters, supporting 10–12 lanes. The main carriageway will allow speeds of up to 80km/h with 6–8 lanes, while two parallel side roads will support 60km/h speeds across four lanes.

This project is divided into three sub-projects:

Sub-project 1: Compensation, resettlement in Binh Tan District  -  assigned to HCMC’s Transportation Works Construction Investment Project Management Board.

Sub-project 2: Compensation, resettlement in Binh Chanh District  -  same management.

Sub-project 3: Road expansion under the BOT model  -  assigned to the HCMC Department of Transport for project preparation.

2. National Highway 22 upgrade (from An Suong Intersection to Ring Road 3)

Total investment: VND 10.424 trillion (approx. USD 417 million), with VND 6.234 trillion from the city.
Timeline: 2026–2028.

The 8-kilometer route will be expanded to 10 lanes, featuring four high-speed lanes (80km/h), two urban function lanes (60km/h), and four local function lanes (40km/h).

Divided into three parts:

Sub-project 1: Compensation, relocation in Hoc Mon District.

Sub-project 2: Infrastructure relocation in District 12.

Sub-project 3: Road construction under BOT  -  prepared by the Department of Transport.

3. National Highway 13 upgrade (from Binh Trieu Bridge to Binh Duong border)

Route length: 5.9 km.
Design speed: 80km/h (main route), 60km/h (parallel roads).
Total investment: VND 20.9 trillion (approx. USD 835 million), including VND 14.6 trillion from the city.

Split into two sub-projects:

Sub-project 1: Compensation and resettlement in Thu Duc City  -  assigned to the Thu Duc City Construction Investment Management Board.

Sub-project 2: Road upgrade under BOT  -  to be prepared by the Department of Transport.

4. North–South arterial road (from Nguyen Van Linh to Ben Luc – Long Thanh Expressway)

Length: 8.6 km.
Design: 60m cross-section, 10 lanes, with full supporting infrastructure.
Total investment: VND 9.894 trillion (approx. USD 395 million), of which VND 4.68 trillion is public funding.

Divided into two parts:

Sub-project 1: Compensation, technical infrastructure relocation, and full construction of intersections at Nguyen Van Linh and Ben Luc–Long Thanh Expressway  -  managed by HCMC’s Transportation Project Management Board.

Sub-project 2: North–South road construction under BOT  -  prepared by the Department of Transport.

These major transport upgrades are expected to significantly ease congestion, improve regional connectivity, and promote socio-economic development in southern Vietnam.
