A representative of the Ho Chi Minh City Party Committee presented a report on the planning and opinions of agencies contributing to the document.
After discussions, the Politburo basically agreed on the major and important policies and viewpoints guiding the planning.
Party General Secretary and President To Lam reminded that the planning must specify the Party’s policies and guidelines, especially the Politburo’s Resolution No. 31 on the direction and tasks of developing Ho Chi Minh City until 2030, with a vision to 2045.
In addition, he said, the planning must comply with the provisions of law, especially the Law on Planning, and be consistent with the national master plan, regional planning, and sectoral planning.
The planning must clearly demonstrate the particularly important role and position of Ho Chi Minh City as the economic, cultural, educational - training, scientific - technological center of the whole country, towards becoming the economic, financial, service, cultural, educational - training, scientific - technological and innovation center of Southeast Asia and Asia, with global competitiveness, he stressed.
According to the Party leader, the city must effectively exploit all available spaces, including ground, underground and air spaces; organize appropriate urban, service, industrial, and rural development models; and develop modern, inter-connected transportation models, commensurate with the criteria of the future global city.
He also reminded that the southern metropolis should balance economic and cultural development, taking people as the central subject of development.
The Politburo requested that the Ho Chi Minh City Party Committee urgently complete the planning and pool resources to effectively implement it as soon as it is approved.
