On the morning of January 20, 2025, during the 2nd Meeting of the 10th Central Committee of the Vietnam Fatherland Front, Do Van Chien, Chairman of the committee, provided information on the implementation of Resolution 18 concerning streamlining the political system's organizational structure.

Renaming Central Economic Commission 

Chien stated that in response to practical demands, the Politburo has reported to the Central Committee to review the Resolution 18 implementation early and make necessary adjustments to enhance the organization restructuring and staff streamlining to ensure performance, effectiveness and efficiency.

The Politburo has established a Steering Committee, headed by Secretary General To Lam, with 100 percent of members from the Politburo and the Secretariat.

"The Politburo and the Secretariat have identified this as a revolution where different work must be implemented comprehensively with very high political determination," Chien said.

According to Chien, the central agency takes the lead, to be followed by local agencies with the "running while aligning in line" principle. The Politburo and the Secretariat have set an example by confronting reality and resolving all obstacles to meet the set targets. This has generated very high consensus within the Party, among the people, and has garnered positive international opinion.

"The Politburo and the Secretariat have a high consensus to present this content to the Central Committee which expects to meet on January 23-24," Chien added.

The Politburo will present to the Central Committee the solutions for Party’s commissions. The Central Commission for External Relations will cease, with some divisions transferred to the Ministry of Foreign Affairs (MOFA) and others to the Central Party Office.

Additionally, the Central Propaganda Commission will be merged with the Central Commission for Mass Mobilization to form the Propaganda-Mass Mobilization Commission. At the same time, the Central Economic Commission will be renamed the Party’s Strategic Policy Research Commission.

Merging committees, ministries, ending all General departments

Regarding the National Assembly apparatus, Chien said under the plan to be presented to the Central Committee, the Committee for Foreign Affairs will terminate its operation. The operations related to international duties will be put under the control of the Committee for National Defence, Security and Foreign Affairs. Meanwhile, a portion of external affairs work will be transferred to MOFA.

A State Protocol Department will be established which will handle external activities of the Party, State, and Vietnam Fatherland Front leaders.

Also, the National Assembly’s Economics Committee will be merged with the Finance and Budget Committee; the Committee of Social Affairs with the Committee of Culture and Education; and the Legal Committee with the Judicial Committee.

Moreover, the Committee for Deputies’ Affairs and the Committee for Petition Affairs, which are under the National Assembly Standing Committee, will become two new committees directly under the National Assembly: the Deputies’ Affairs Committee and the Petitions Oversight Committee.

The National Assembly has also ceased operations of the Legislative Research Institute and National Assembly Television.

As for the government apparatus, the merger of some ministries and branches has been designed.

The Ministry of Planning and Investment (MPI) will merge with the Ministry of Finance (MOF) to form the Ministry of Finance. 

The Ministry of Science and Technology (MST) will merge with the Ministry of Information and Communications (MIC) to form the Ministry of Science and Technology. Some tasks which are being handled by MIC will be transferred to the Ministry of Culture, Sports and Tourism.

The Ministry of Labor, War Invalids and Social Affairs (MOLISA) and Ministry of Home Affairs (MHA) will merge as the Ministry of Home Affairs. Some operations being handled by MOLISA will be transferred to the Ministry of Education and Training and the Ministry of Health.

Meanwhile, the Ministry of Agriculture and Rural Development (MARD) will merge with the Ministry of Natural Resources and the Environment (MONRE) to create the Ministry of Agriculture and the Environment.

No more general departments, only departments

For the Vietnam Fatherland Front and other socio-political organizations, Chien said that operations of the Party Delegation of the Vietnam Fatherland Front, along with 10 other delegations, will terminate. Instead, a Central Fatherland Front and Mass Organizations Party Committee will be established, and is anticipated to have 30 subordinates.

Simultaneously, a National Assembly Party Committee will be formed, encompassing agencies within the National Assembly, Procuracy, and Courts, with the National Assembly Chairman expected to be the National Assembly Party Committee's Secretary.

The government’s Party Committee will comprise 200,000 Party members.
