The major goals the country needs to reach are: postal infrastructure development; digital government, digital society and digital agricultural economy; improving access to public postal services; and improving the nation’s global ranking.
By that time, Vietnam is expected to be one of the top 40 countries according to the UPU’s (Universal Postal Union) ranking.
Regarding market development, the average growth rate of postal services for e-commerce is expected to be 30 percent at least by 2025 and 50 postal items per head per capita. The average number of people to be served by one postal service point would be 3,700 and Vietnam would develop at least 3 large postal companies to lead the market.
Regarding postal infrastructure development, it is expected that by 2025, the country would have 27,000 postal service points, and 100 percent of the points would have an internet connection, while 100 percent of households would have digital addresses.
Vietnam would build a digital platform associated with a national digital map for e-commerce and digital economy development. There would be at least two e-commerce platforms owned by Vietnam’s post companies which allow agricultural production households to put their products on the platforms.
In addition, 100 percent of postal enterprises will make online reports. There will be a database of postal enterprises, and a database of the postal industry that serves management and development of many fields and helps make decisions based on data.
Regarding the participation of postal service in accelerating digital government, society and agricultural economy, under the strategy, 100 percent of agricultural production households would make transactions on e-commerce platforms owned by Vietnam’s postal companies.
All products traded on e-commerce platforms owned by Vietnam’s postal companies must have brands and origin traceability.
In terms of improving people's access to public postal services, the goal is to expand the scope of universal postal services.
It is expected that by 2025, 100 percent of postal service points will be capable of serving people using online public services. Vietnam plans to to build at least three regional postal centers.
To achieve the set goals, eight groups of tasks and solutions will be implemented, including 1/ Improving the legal environment 2/ Developing postal infrastructure; 3/ Developing postal services; 4/ Carrying out post digital transformation; 5/ Researching and developing human resources and propaganda; 6/ Improving state management capacity in postal services; 7/ Enhancing international cooperation; and 8/measuring, monitoring and evaluating the implementation.Van Anh
