On the morning of December 14, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for Semiconductor Industry Development, chaired the committee's inaugural meeting.
The meeting was attended by Politburo members, including Standing Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, and Central Party Committee members, along with leaders of ministries, localities, high-tech zones, educational institutions, and relevant business associations.
Prime Minister Pham Minh Chinh previously signed Decision No. 791/QĐ-TTg to establish the National Steering Committee for Semiconductor Industry Development.
The Steering Committee is an intersectoral coordinating body tasked with advising the government on important decisions and policies to promote the semiconductor industry in Vietnam. Its responsibilities include: Researching, consulting, and recommending strategies and solutions for semiconductor industry development; Coordinating efforts across ministries, government agencies, and relevant organizations to accelerate the industry’s growth.
In his opening remarks, Prime Minister Pham Minh Chinh emphasized the importance of aligning Vietnam’s development with global trends, including digital transformation, green transition, circular economy, smart economy, knowledge-based economy, and night-time economy. He stressed the need for timely, effective, and well-informed policies to ensure Vietnam keeps pace with global advancements and strives to surpass its peers.
He noted that Vietnam is working towards its two centenary goals: Celebrating 100 years of the Communist Party in 2030; Marking 100 years of the Socialist Republic of Vietnam in 2045.
Achieving these milestones requires breakthroughs in economic growth, which in turn will expand GDP, raise per capita income, enhance labor productivity, and improve citizens’ living standards while elevating Vietnam’s global stature.
Prime Minister Chinh highlighted the need to complement traditional growth drivers - investment, exports, and consumption - with new ones, particularly digital transformation. He described this as a revolutionary force reshaping global history and order.
The Prime Minister outlined several major directions for advancing the semiconductor industry:
Enhancing Awareness: Foster a breakthrough mindset about the importance of new growth drivers, such as artificial intelligence (AI), the Internet of Things (IoT), and cloud computing.
Institutional Improvement: Prioritize regulatory frameworks for key industries and ensure targeted support.
Infrastructure Development: Invest in essential infrastructure, particularly energy and technology.
Human Resource Training: Rapidly implement programs such as the "Semiconductor Industry Human Resource Development Program to 2030, Vision 2050" and the "Semiconductor Industry Development Strategy to 2030."
The Prime Minister stressed that while digital transformation covers a broad spectrum, its core lies in research and the development of AI based on Vietnam-specific data.
Recognizing the current favorable conditions, Prime Minister Chinh urged all relevant ministries and sectors to act swiftly and decisively following the meeting’s conclusions.
He called for a focused, proactive approach, ensuring that tasks are executed efficiently, with clear priorities, to capitalize on opportunities and bring the country’s semiconductor ambitions to fruition.
