On December 5, Le Minh Hung, Head of the Central Organization Commission and Standing Deputy Head of the Central Steering Committee for the Summary of Resolution 18, issued a directive to relevant Party committees and organizations to study and propose plans for reorganizing and refining their structures.
Following General Secretary To Lam's guidance, the Central Committee is scheduled to meet in mid-February 2025, with an extraordinary session of the National Assembly planned for late February 2025. These events aim to prepare for the 14th Party Congress. To ensure adherence to these timelines, the Steering Committee has requested the urgent completion of several tasks.
For central party agencies:
Central Party Committees are tasked with reviewing and consolidating departmental structures and reporting to the Politburo for new regulations on roles, responsibilities, and organizational setups by December 31.
Disbanding inactive entities: Recommendations to the Politburo and Secretariat to conclude activities of select steering committees by the same deadline.
Media consolidation: The Central Propaganda Department will lead efforts to merge publications such as Communist Party Online Newspaper with Nhan Dan Newspaper by December 15.
Shifting academic functions: Certain advisory and scholarly bodies, like the Central Council for Theory and Criticism of Literature and the Sciences Council, will integrate into the Ho Chi Minh National Academy of Politics by the end of December.
Restructuring healthcare oversight: The Central Health Care Board will transfer its duties to the Organization Commission, Ministry of Health, and select national hospitals by mid-December.
For government ministries and agencies:
The Party delegation within the Government, alongside the Steering Committee for the Summary of Resolution 18, will oversee the following:
By December 31, propose dissolution of the State Capital Management Committee, reallocating its responsibilities to the Ministry of Finance and relevant industry ministries.
Streamline structures within ministries and subordinate agencies, including merging university administrations and national academies.
By January 15, 2025, conclude activities of redundant media outlets, such as VOV Television, transferring their responsibilities to Vietnam Television (VTV).
For the National Assembly:
The Party Delegation of the National Assembly will submit proposals to the Politburo for approval by December 31:
Reorganize committees and offices under the Standing Committee of the National Assembly.
Disband the Legislative Research Institute, reallocating its functions to related entities.
Transition National Assembly Television's duties to VTV.
For the Fatherland Front and sociopolitical organizations:
Consolidate affiliated press and publication units, terminating operations of non-essential outlets.
Redefine the organizational roles and missions of central agencies by December 31.
Explore new structural models for Youth Union organizations under newly established Party committees.
The Central Steering Committee has emphasized that leaders at all levels must ensure seamless, efficient operations during this reorganization process, with no disruption to responsibilities or services. Progress reports must be regularly submitted to the Steering Committee for review.
