
The toll on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway is expected to increase from 2,100 VND/km to 2,240 VND/km, representing a 7% hike, according to the latest plan by the Vietnam Expressway Corporation (VEC).
VEC, the project’s investor and operator, is currently preparing to adjust the service fees for vehicles using this expressway, which was completed and opened to traffic in 2014.
Previously, on December 29, 2023, the Ministry of Transport (now part of the Ministry of Construction) issued a directive to adjust service fees on expressways managed and operated by VEC.
Under that directive, service fees on VEC-managed expressways were generally approved to increase by 12%. However, for the HCMC – Long Thanh – Dau Giay Expressway, the increase was initially capped at 5% due to the maximum fee limit set by Circular No. 28/2021/TT-BGTVT, which restricted tolls to a ceiling of 2,100 VND per PCU (passenger car unit) per kilometer.
On November 13, 2024, the Ministry of Transport issued a new circular on managing road usage fees for routes under central government jurisdiction. The circular stipulates that toll rates must comply with principles and conditions outlined in Article 22 of the Price Law.
Based on this legal framework and to ensure business viability, project efficiency, and repayment of investment loans, VEC plans to adjust the toll on the HCMC – Long Thanh – Dau Giay Expressway.
Specifically, the new toll rate is proposed to increase to 2,240 VND per PCU per kilometer, inclusive of VAT, reflecting a 7% rise from the previous rate.
