On February 18, the National Assembly approved the appointment of four ministers for newly established ministries as part of the government's restructuring for the 2021-2026 term.

The approval process was conducted through a secret ballot. After completing all required procedures, the National Assembly discussed and voted to approve the Prime Minister's nominations for four new ministers, aligning with the revised government organizational structure.

The following officials were appointed as ministers of newly established ministries:

Nguyen Manh Hung, former Minister of Information and Communications, was appointed Minister of Science and Technology, following the merger of the Ministry of Information and Communications with the Ministry of Science and Technology.

Tran Hong Minh, former Minister of Transport, was appointed Minister of Construction, after the Ministry of Transport merged with the former Ministry of Construction.

Do Duc Duy, former Minister of Natural Resources and Environment, was appointed Minister of Agriculture and Environment, following the merger of the Ministry of Agriculture and Rural Development with the former Ministry of Natural Resources and Environment.

Dao Ngoc Dung, former Minister of Labor, Invalids, and Social Affairs, was appointed Minister of Ethnic and Religious Affairs. This new ministry was created by merging the Committee for Ethnic Affairs with the religious affairs department of the former Ministry of Home Affairs.

Ministers retained in newly structured ministries

Two ministries retained their existing names, with current ministers continuing in their roles:

Pham Thi Thanh Tra, former Minister of Home Affairs, remains Minister of Home Affairs, after the Ministry of Labor, Invalids, and Social Affairs merged with the former Ministry of Home Affairs.

Nguyen Van Thang, former Minister of Finance, remains Minister of Finance, after the Ministry of Planning and Investment merged with the former Ministry of Finance.

Two new deputy prime ministers appointed

The National Assembly also approved the appointment of two new Deputy Prime Ministers:

Mai Van Chinh, a member of the Central Party Committee.

Nguyen Chi Dung, former Minister of Planning and Investment.

Vietnam’s newly structured government

Following this restructuring, the Vietnamese government now consists of 25 members, including:

Prime Minister: Pham Minh Chinh.

Seven Deputy Prime Ministers: Nguyen Hoa Binh (Standing Deputy PM), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son (also Minister of Foreign Affairs), Mai Van Chinh, and Nguyen Chi Dung.

Among the 17 remaining government members:

Six newly appointed ministers.

Bui Thanh Son, Minister of Foreign Affairs, who also serves as Deputy Prime Minister.

Ten ministers and heads of agencies who retain their positions, including:

Minister of National Defense: Phan Van Giang.

Minister of Public Security: Luong Tam Quang.

Minister of Justice: Nguyen Hai Ninh.

Minister of Industry and Trade: Nguyen Hong Dien.

Minister of Culture, Sports, and Tourism: Nguyen Van Hung.

Minister of Education and Training: Nguyen Kim Son.

Minister of Health: Dao Hong Lan.

Minister – Chairman of the Government Office: Tran Van Son.

Chief Government Inspector: Doan Hong Phong.

Governor of the State Bank of Vietnam: Nguyen Thi Hong.

New assignments for former ministers

Among the five ministers affected by the restructuring, three were reassigned to new positions by the Politburo:

Nguyen Thanh Nghi, former Minister of Construction, was appointed Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

Huynh Thanh Dat, former Minister of Science and Technology, was appointed Deputy Head of the Central Committee for Propaganda and Education.

Hau A Lenh, former Minister – Chairman of the Committee for Ethnic Affairs, was appointed Secretary of the Ha Giang Provincial Party Committee.

The remaining two former ministers took on other key roles:

Le Minh Hoan, former Minister of Agriculture and Rural Development, was elected Vice Chairman of the National Assembly.

Nguyen Chi Dung, former Minister of Planning and Investment, was appointed Deputy Prime Minister.
