This morning, the Office of the President announced the President's order to promulgate the Ordinance on the Management and Protection of the Ho Chi Minh Mausoleum Complex.
The complex comprises politically, historically, culturally, and militarily significant structures and areas. It includes the Ho Chi Minh Mausoleum and Ba Dinh Square, the Monument to Fallen Heroes, the K9 Historical Site, and other supporting facilities essential to the long-term preservation and absolute security of President Ho Chi Minh's embalmed body.
Major General Pham Hai Trung, Commander of the Mausoleum Protection Command, highlighted existing challenges in the management and safeguarding of the complex.
“This is a uniquely demanding mission,” emphasized Major General Pham Hai Trung. “It not only involves ensuring the absolute safety of President Ho Chi Minh’s remains and the integrity of the mausoleum but also welcoming citizens and international guests, promoting the historical and cultural significance of the site.”
The mausoleum features specialized technical systems and unique equipment, often custom-made and imported. As global conditions fluctuate, importing these materials and training personnel abroad can be increasingly difficult.
Therefore, issuing the ordinance is deemed essential.
According to Major General Pham Hai Trung, the ordinance prioritizes allocating state budget funds for key tasks. These include preserving the President’s remains, upgrading and modernizing technical systems throughout the complex, ensuring overall security and safety, providing visitor services, conducting public education, promoting the site’s political, historical, and cultural value, and advancing scientific research, technological applications, and digital transformation in management and protection efforts.
In terms of benefits and policies, personnel directly managing and protecting the mausoleum complex will receive salaries, bonuses, allowances, and other benefits as stipulated by law. They will also be eligible for additional special allowances and support packages that reflect the unique nature of their responsibilities, as regulated by the government.
Major General Pham Hai Trung also noted that the ordinance includes specific provisions to attract and recruit talented individuals, deeply specialized scientists, and students graduating with honors who meet the required criteria to join the protective and administrative forces of the Ho Chi Minh Mausoleum Complex.
