The Ministry of Science and Technology has outlined key initiatives to strengthen national innovation and global competitiveness.

Institutional breakthroughs to drive innovation

The Minister of Science and Technology has issued an Action Program to implement Resolution 01 on socio-economic development and Resolution 02 on improving the business environment and national competitiveness for 2025. The program focuses on seven key tasks and solutions.

The ministry views institutional reform as the breakthrough of all breakthroughs and is committed to revising, supplementing, and improving the legal framework governing science, technology, and innovation. This includes cutting red tape and simplifying administrative procedures.

As part of these efforts, the ministry is working to revise the legal system and introduce pilot mechanisms for science, technology, and innovation. There will also be reforms to public research institutions to foster a more dynamic and efficient science and technology market.

New policies will be developed to align with market-driven mechanisms while recognizing the unique characteristics of creative labor. These policies will also address the risk and time lag associated with scientific research and innovation while further streamlining administrative procedures.

Investment in research infrastructure and high-tech sectors

The ministry is committed to financial discipline and transparency in science and technology investments. Public funding will be allocated to developing research centers, national key laboratories, and testing facilities focused on strategic technologies.

A comprehensive national database on science, technology, and innovation will be developed alongside upgraded information and statistical infrastructure.

Vietnam is also intensifying its focus on scientific research, technology development, and innovation in sustainable sectors. The country aims to promote the adoption of clean energy, digital transformation, and green technologies.

In particular, the ministry is prioritizing semiconductor and AI research and development, recognizing these fields as critical to industrial modernization and global competitiveness.

Vietnam’s commitment to improving its business environment and national competitiveness includes a goal to remain among the top four ASEAN countries in the Global Innovation Index (GII) by 2025.

One of the ministry’s seven key tasks involves enhancing scientific research and technological applications to strengthen national defense, sovereignty, and public security.

These efforts aim to ensure territorial integrity and political stability while fostering technological self-sufficiency.

To further its goals, the ministry plans to expand public awareness campaigns on the government’s science and technology policies, achievements, and innovation efforts. These initiatives will be promoted through mass media, digital platforms, and social networks.
