The government has issued new decrees defining the functions, responsibilities, and organizational structures of Vietnam Television (VTV) and Voice of Vietnam (VOV).

Vietnam Television (VTV) expands to 22 units

Decree No. 47/2025 outlines the roles and structure of Vietnam Television, a government agency serving as the national broadcaster and a key multimedia platform. VTV is tasked with disseminating Party policies and state laws, promoting public education, and providing entertainment and cultural programming.

The decree assigns 21 core functions and responsibilities to VTV and establishes its organizational structure with 22 departments, including:

Administrative and personnel departments such as the Office, Personnel Organization Department, and Financial Planning Department

Specialized content production units including the News Department, Culture and Entertainment Department, Sports Department, and Ethnic Language Broadcasting Department

Regional television centers in Ho Chi Minh City, the Central Highlands, and the Mekong Delta

Technical and digital innovation centers, including the Digital Content Development Center and the Broadcast Technology Center

VTV operates under a General Director and up to four Deputy General Directors, appointed or dismissed by the Prime Minister. The General Director is accountable to the government and the Prime Minister, while Deputy General Directors oversee specific operational areas.

Voice of Vietnam (VOV) streamlined to 21 units

Decree No. 46/2025 outlines the organizational structure of Voice of Vietnam, the national radio broadcaster and a key multimedia news agency. Like VTV, VOV’s mission includes disseminating Party policies, public education, and cultural programming through radio, print, and online platforms.

VOV’s new structure consists of 21 units, including:

Content divisions such as News (VOV1), Culture & Society (VOV2), and Music & Arts (VOV3)

Regional bureaus covering Northern, Central, and Southern Vietnam, as well as international correspondents

Digital media arms, including VOV Online and VTC News

VOV’s leadership consists of a General Director and up to four Deputy General Directors, appointed by the Prime Minister. The broadcaster also maintains overseas bureaus in accordance with Vietnamese law.
