National Assembly Chairman Tran Thanh Man announced that the public consultation period for amending the Constitution would last one month, with feedback compiled within five days. The consultation is scheduled from May to June.

This morning, the National Assembly Party Committee’s Standing Committee held a meeting to discuss the draft plan for reviewing, amending, and supplementing the Constitution and relevant laws.

The goal is to support the restructuring of the state apparatus and improve the legal framework for organizational reform.

Chairman Tran Thanh Man emphasized that the process is urgent, as the Politburo requires a prompt submission to the Central Office for review and feedback.

The work is extensive and complex, involving many agencies and organizations, aligned with the overarching policy of streamlining the political system and restructuring state apparatus.

Thorough and democratic approach

The Chairman stressed that the process must be cautious, objective, democratic, scientific, and efficient. The procedures should be rigorous, ensuring quality and incorporating innovative and breakthrough thinking. It is essential to involve experts, scientists, managers, and public opinion.

According to regulations, any constitutional amendment must undergo public consultation. The proposed timeline involves gathering public feedback for one month, consolidating responses within five days, and completing the consultation between May and June.

Highlighting the significance of revising and supplementing several provisions of the 2013 Constitution, Chairman Man noted that the National Assembly Party Committee Standing Committee is highly committed to the task. Since the meeting on March 17, the Standing Committee has convened twice within a week to discuss the matter.

Continuous and collaborative efforts

The Chairman emphasized that the number of meetings is not the priority—what matters is achieving clarity and consensus before compiling reports for relevant agencies.

Besides the National Assembly’s Standing Committee, the Politburo, the Secretariat, Party committees, the Vietnam Fatherland Front, and the Supreme People’s Procuracy are also continuously meeting to discuss the amendments.

In recent days, the Standing Committee of the Legal and Judicial Committee has led efforts to urgently study, collect, and revise the draft plan. The focus has been on six key issues, reviewing 58 Party documents, 12 constitutional provisions from 2013, and 421 legal documents. The draft plan includes nine types of documents and three appendices outlining proposed options.

Broad consensus among agencies

The draft plan and the report on improving the legal framework for the political system’s restructuring have been meticulously prepared. As of now, 16 agencies and organizations have submitted their feedback, all of which fundamentally agree with the draft plan’s core content. The feedback has been carefully reviewed and addressed, providing a more secure foundation moving forward.

During the meeting, the National Assembly Party Committee’s Standing Committee heard representatives from the Legal and Judicial Committee summarize the draft proposal and report.

Members of the Standing Committee and representatives from various Party organizations and government agencies offered their opinions on the proposal’s content and related issues.
