
A Ministry of Planning and Investment report pointed out that current institutional framework, policies and laws are the "bottlenecks" that hinder development.
The policies on finance, tax incentives, exploitation of public assets, reception, management and use of aid sources have not yet been reformed to meet development needs and align with international practices.
There are many problems in administrative procedures, and even hinder the activities of science and technology. The experimental mechanism has not yet become a true "sandbox" tool to unleash the power of national innovation.
The mechanism for attracting social investment in science and technology is no longer suitable to practical development. Vietnam lacks regulations on taxation, business loans, and the establishment of enterprises under public institutions to promote innovation.
To make science, technology and innovation, and high-quality human resources, become the driving force pushing the national growth target by 2025 to 8 percent or higher and creating a solid foundation to achieve double-digit growth rates in 2026-2030, the government needs to make the highest determination and effort.
This must be implemented by reviewing and removing institutional "bottlenecks" immediately, including decrees that need to be removed within the first quarter, and laws within the second quarter of the year.
Mechanisms and policies need to be designed in a way to unlock financial resources from the state budget, grant autonomy for public assets, provide aid, and fund scientific research, attract and train talents, and develop high-quality human resources.
Implementing the Politburo’s Resolution57 and Government’s Resolution 03, the Ministry of Science and Technology (MoST) has coordinated with agencies and units to advise, build and implement breakthrough solutions to remove bottlenecks hindering the development of science and technology and to promote economic growth.
MoST Minister Huynh Thanh Dat said the key task of the ministry is perfecting the institutional regime, policies on science and technology and innovation, and improve Vietnam's ranking on the Global Innovation Index (GII), and deploy specific policies in key localities such as Hanoi, HCM City and Da Nang.
These localities already have policies and outstanding development advantages compared to other localities. Therefore, these three cities need to accelerate the implementation and piloting of approved policies.
The ministry has completed the draft National Assembly resolution on piloting new policies to immediately remove the difficulties and obstacles in science and technology and innovation, with focus on policies on handling assets formed from state budget-funded science and technology research tasks; and on developing the science and technology market.
Trong Dat
