
A significant administrative shift
The Vietnam Road Administration (under the Ministry of Transport) has officially instructed provincial and municipal Departments of Transport to prepare for the transfer of state management responsibilities for driving license testing and issuance to the Ministry of Public Security.
The directive, signed by Deputy Director Phan Thi Thu Hien, follows a decision made at a joint meeting between the Ministry of Public Security and the Ministry of Transport on February 11. The transition is expected to be completed before February 19.
To ensure a smooth handover without disrupting driving license issuance for citizens, the Vietnam Road Administration has requested provincial Departments of Transport to collaborate with local police in preparing all necessary materials and documentation. This will enable an immediate transfer as soon as required.
Departments must also schedule driving tests appropriately and continue processing applications for new and renewed licenses that were submitted before the transition date.
Ensuring continuity and efficiency
To prevent any interruptions in the issuance of driving licenses, the Vietnam Road Administration has advised provincial Departments of Transport to assess and forecast the number of blank driving license templates required until February 2025.
Specifically, authorities need to plan for license issuance until February 19 and then through February 28, reporting their estimates to the Vietnam Road Administration for consolidation and production planning.
Local departments are also urged to manage their stock of blank license templates efficiently, avoiding excess supply while ensuring sufficient availability to meet public demand during and after the transition.
