Following the Central Government's directives on restructuring and streamlining administrative machinery, Ho Chi Minh City plans to reduce eight municipal departments and five administrative agencies, as announced by the City Party Committee's Organization Commission.
On the afternoon of December 4, the HCMC Party Committee convened a meeting to review the implementation of Resolution 18 on reorganization and streamlining for effective and efficient governance.
Van Thi Bach Tuyet, head of the HCMC Party Committee’s Organization Commission, outlined the restructuring plan, which has undergone careful research.
Integration of Party Committees: The Party's Propaganda and Mass Mobilization Commissions will be merged, while the activities of 11 party delegations, 3 party cadres committees, and the Party Committee for Civil Affairs will be terminated.
New Party Committees: Two new party committees will be established under the HCMC Party Committee: the Party Committee for administrative, mass organizations, and judicial agencies and the Party Committee for governmental organizations.
Reassignments: Party organizations within the Offices of the National Assembly Delegation, the People's Council, and the Fatherland Front, as well as socio-political organizations, will be reassigned to the new Party Committee for administrative, mass organizations, and judicial agencies.
Other party organizations affiliated with specialized departments, state-owned enterprises, and educational institutions will move to the Party Committee for governmental organizations.
As a result, HCMC will reduce the number of Party Committees from 51 to 27, a reduction of 24 committees.
On the governmental side, the city plans to merge or eliminate several departments and agencies based on the principle of having corresponding municipal departments for each national ministry.
Mergers: Ten departments will be merged, while two will be dissolved. Agencies such as the enterprise management reform board and high-tech agricultural zones will be restructured.
Key Departments:
The Departments of Finance, Planning and Investment, and the Enterprise Management Reform Board will be merged into a single unit.
The Departments of Construction, Transport, and Planning and Architecture will be merged.
The Departments of Natural Resources and Environment (TN&MT) and Agriculture and Rural Development (NN&PTNT) will be merged to streamline management in these fields.
The Departments of Tourism and Culture-Sports will be merged.
The Departments of Information and Communications and Science and Technology will be merged to integrate responsibilities related to science, technology, and digital transformation.
Departments to Be Dissolved:
The Department of Labor, War Invalids, and Social Affairs will transfer its functions to other departments, including Education and Training, Health, and Internal Affairs.
The Food Safety Department’s responsibilities will be reassigned to the Departments of Health, Agriculture and Rural Development, and Industry and Trade.
HCMC expects to reduce eight departments and five administrative agencies under the city’s People’s Committee through this restructuring.
This reorganization will also affect affiliated units, including management boards and public service agencies related to media, education, and healthcare. Specific recommendations will address the unique administrative structure of Thu Duc City.
The restructuring will proceed alongside regular Party activities and preparations for Party congresses.
