On April 2, the Quang Nam Traffic Police Department confirmed it had called in the two individuals for questioning after a video clip went viral on social media.

The footage showed a group of motorcyclists riding large-displacement motorbikes along a coastal road - with some riders brazenly letting go of the handlebars completely, a behavior deemed extremely dangerous and illegal.

The clip sparked public outrage, with many viewers condemning the riders for disregarding traffic laws and endangering others on the road.

Following an investigation, police identified the individuals involved. At approximately 4:15 PM on March 29, Mr. R.Y. (born 1982, South Korean nationality), was riding a motorcycle with license plate 43A1-029.20, and Mr. B.D. (also born 1982, South Korean nationality), was riding a bike with license plate 43A1-035.52, when they were observed riding no-hands on Vo Chi Cong coastal road in Binh Sa Commune, Thang Binh District, Quang Nam.

The two foreigners admitted they had borrowed the motorbikes from local residents living in Thanh Khe and Cam Le districts of Da Nang City for a ride from Da Nang to Quang Nam.

Authorities have since issued administrative citations against Mr. R.Y. and Mr. B.D. for violating Article 6 of Decree 168/2024/NĐ-CP, which prohibits releasing both hands from the handlebars while operating a motor vehicle. Their vehicles and relevant documents have been temporarily seized.

The Traffic Police Department is currently completing case documentation to ensure the individuals are strictly penalized according to Vietnamese law.
