
The Minister of Construction has signed a decision assigning Project Management Unit 85 to prepare the pre-feasibility study for the expressway project. The study will form the basis for investment policy proposals and must avoid duplication and waste by building on existing research.
Previously, the People’s Committees of Quang Ngai and Kon Tum had proposed that the expressway be implemented as a public investment project.
According to the proposal, the Ministry of Transport (now under the Ministry of Construction) will lead the development of the pre-feasibility study for the Quang Ngai – Kon Tum expressway, following the public investment model. The expressway will span 136km with four completed lanes and is expected to be constructed from 2025 to 2028.
This route was approved by the Prime Minister as part of the adjusted national expressway network plan for the 2021–2030 period, with a vision to 2050.
The expressway will begin at the intersection with the eastern North-South expressway in Duc Pho district, Quang Ngai province, and end at the intersection with the western North-South expressway in Kon Tum City.
It will pass through Ba To and Duc Pho districts in Quang Ngai province, as well as Kon Plong, Kon Ray, and Kon Tum city in Kon Tum province. The expressway will be designed for speeds of 80–100 km/h and feature a fully developed four-lane configuration.
The estimated total investment is VND 35,395 billion (USD 1.43 billion). Of this, the 80.5km section from Quang Ngai to Mang Den town will require VND 20,545 billion (USD 831 million), while the remaining 55.5km section from Mang Den to Kon Tum City will cost VND 14,850 billion (USD 600 million).
