As head of the government, Prime Minister Pham Minh Chinh holds comprehensive leadership over all governmental functions.

He directly oversees critical areas, including the Ministry of National Defense, the Ministry of Public Security, Vietnam News Agency, Vietnam Television, and the Voice of Vietnam.

The Prime Minister personally directs major strategic issues, high-impact national policies, and complex governance matters. He does not intervene in tasks specifically assigned to Deputy Prime Ministers.

His primary areas of focus include national economic and social development strategy, financial and monetary policy, national defense, security, diplomacy, administrative reforms, and state personnel management.

He also manages intergovernmental relations with the Communist Party, the National Assembly, the President’s Office, the Vietnam Fatherland Front, and other socio-political organizations.

Responsibilities of the Deputy Prime Ministers

✅ Permanent Deputy Prime Minister Nguyen Hoa Binh

Oversees: Ministry of Home Affairs, Government Inspectorate, Government Office.

Directs anti-corruption, crime prevention, judicial reform, and administrative reform efforts.

Handles labor, employment, gender equality, and social welfare issues.

Leads financial district and international financial center projects in Vietnam.

Resolves long-standing investment project difficulties and represents the Prime Minister in government matters during his absence.

✅ Deputy Prime Minister Tran Hong Ha

Oversees: Ministry of Construction, Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment.

Manages infrastructure, transportation, environmental sustainability, climate change policies, and rural development.

Leads initiatives on poverty reduction, disaster prevention, and major national construction projects.

✅ Deputy Prime Minister Le Thanh Long

Oversees: Ministry of Justice, Ministry of Education and Training, Ministry of Health.

Focuses on legal system reform, dispute resolution, and legal framework development.

Leads initiatives on healthcare, medical services, drug rehabilitation, and child welfare programs.

✅ Deputy Prime Minister Ho Duc Phoc

Oversees: Ministry of Finance, State Bank of Vietnam, Vietnam Development Bank, Deposit Insurance of Vietnam.

Manages national fiscal policy, state budget expenditures, tax policies, monetary regulations, and capital market stability.

Directs salary policies, social security, and public asset management.

✅ Deputy Prime Minister Bui Thanh Son

Oversees: Ministry of Foreign Affairs, Ministry of Industry and Trade.

Leads Vietnam’s international relations, trade policies, ODA management, foreign direct investment, and national energy security.

Handles Vietnam’s involvement in regional and international organizations.

✅ Deputy Prime Minister Nguyen Chi Dung

Oversees: Ministry of Science and Technology, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences.

Leads national policies on technological innovation, AI, semiconductor industry development, and digital transformation.

Guides FDI attraction strategies and business sector development.

✅ Deputy Prime Minister Mai Van Chinh

Oversees: Ministry of Ethnic Affairs, Ministry of Culture, Sports, and Tourism.

Manages ethnic minority affairs, religious policies, and cultural heritage preservation.

Directs Vietnam’s tourism and sports development strategies.

This decision took effect immediately upon its signing on February 25.
