On May 24, Deputy Prime Minister Nguyen Hoa Binh signed a government decree defining the functions, responsibilities, authority, and organizational structure of the Ministry of Home Affairs.

Under the new framework, the Ministry of Home Affairs serves as a governmental body responsible for state management in several sectors, including administrative organization, state agencies, civil servants and public employees, labor and wages, social insurance, employment, occupational safety, non-governmental organizations, social and charitable funds, policies for people with meritorious services, youth affairs, gender equality, state archives, and public service management in its assigned fields.

The ministry’s new structure consists of 22 units, including 18 administrative departments supporting the minister in state management functions and four public service entities assisting with governance tasks.

The organizational framework includes the Ministry Inspectorate, the Office of the Ministry, 10 departments, five general departments, the Central Emulation and Commendation Committee, the Information Technology Center, the Institute of Organizational Science and Labor, State Organization and Labor Journal, and Dan Tri Newspaper.

The 10 departments are:

The five general departments include:

The Minister of Home Affairs is responsible for issuing decisions regarding the functions, responsibilities, and organizational structure of these units, while submitting a list of additional public service entities under the ministry to the Prime Minister for approval.

Implementation timeline and leadership changes

This decree will take effect on March 1, 2025, replacing Decree No. 62/2022 on the organizational structure of the Ministry of Labor, Invalids, and Social Affairs and Decree No. 63/2022 on the structure of the Ministry of Home Affairs.

The restructuring is based on the merger of the Ministry of Home Affairs and the Ministry of Labor, Invalids, and Social Affairs. Following this consolidation, the newly formed Ministry of Home Affairs is led by Minister Pham Thi Thanh Tra. The reorganization reduces 13 units, reflecting a 37.1% downsizing. The total workforce of the new ministry exceeds 3,000 employees, including more than 800 civil servants.

According to a resolution issued earlier by the National Assembly Standing Committee, the Ministry of Home Affairs will have an increased leadership capacity, with two additional deputy ministers, bringing the total number of deputy ministers to seven.
