
The Politburo has ordered a review and amendment of certain constitutional provisions related to the organization of Vietnam’s political system, with a deadline for completion set for June 30.
Key reforms in political system restructuring
As part of Conclusion No. 127, which outlines plans for restructuring the political system, the Politburo and the Secretariat have instructed a review and revision of Party regulations, the Constitution, and relevant state laws.
The Politburo has tasked the Central Organization Commission, the Central Inspection Commission, and various Party committees - including those overseeing the National Assembly, the government, and the Vietnam Fatherland Front - to assess and propose amendments to the Party Charter and related implementation regulations.
The proposed changes will address areas such as Party inspection, supervision, and disciplinary measures; procedures for Party congresses at different levels; and the dissolution of district-level Party committees.
These revisions must be reported to the Politburo in alignment with the overall timeline, with a submission deadline to the Party Central Committee set for April 9.
Constitutional amendments and legal revisions
The Party Committee of the National Assembly, in coordination with the Party Committee of the Government, will oversee the revision of specific constitutional provisions concerning the structure of the political system.
A preliminary report must be submitted to the Politburo in early March, with the finalized amendments presented to the Party Central Committee by April 7. The constitutional revision process is to be completed by June 30.
In parallel, the government and National Assembly Party Committees will lead efforts to amend key laws, including:
The Law on the Organization of Local Government
The Law on Cadres and Civil Servants
The Law on Inspection
The Law on Planning
The Law on Elections of National Assembly and People’s Council Deputies
The Law on Promulgation of Legal Documents
The Law on the Organization of People’s Courts
The Law on the Organization of People’s Procuracies
Additionally, the Politburo has emphasized the need for policy revisions addressing government employees and workers affected by administrative restructuring, as well as regulations on handling state assets following local government reorganization.
Support for local governance restructuring
The amendments aim to provide a legal framework for major structural reforms, including:
The merger of provincial-level administrative units
The elimination of district-level governments
The restructuring of local courts and procuracies in line with the new governance model
The streamlining of the Vietnam Fatherland Front, political-social organizations, and mass associations
The Politburo and the Secretariat have decided to postpone Party congresses at the district and commune levels. Further guidance will be issued after the 11th Plenary Session of the Party Central Committee.
